I agree with you that the EIA reports are normally manipulated as per the requirement of the project and it will continue till a drastic procedural changes are being effected. In order to get realistic EIA, we may adopt the procedure followed in other developed countries where the EIA is being carried out by the Ministry themselves through empanelled authorized consultants. Till the project proponents are engaging consultants, we may not get right kind of EIA reports.
Further, we should also look into the EIA procedure itself where we are conducting EIA for one season and that too for the predetermined site without any choice. Though, the EA Committee has right to direct project proponent to conduct comprehensive EIA depending upon the project and situation.

EIA Procedure in our country is in an evolution stage. The EIA report can be made more reliable if the following procedures are insisted:
1. The agencies, and consultants must be accredited, no doubt.
2. EIA procedure must be notified: Who does, for what, where, when etc.
3. There must be an agency (an authority) to oversee the process, and should receive data and QA information by e-mail with in 24 hours of carrying out the components of analysis like chain-of-custody, calibration report, blank data for QA and analytical data.
4. Every analytical report should be separately backed up with EIA report.
5. The experts on the EAC must file individual checklist of satisfaction for the field of his/her expertise. The experts on EAC must be suitably compensated for the time they spend on the work.
6. Every document (reports, comments and submissions) must be displayed on the website of EIA Authority.
I hope this will give opportunity to all stakeholders to ensure quality (fit-for-use) of EIA Reports.

Criminal prosecution should be instituted against professional frauds.
While conceding that EIA reports have been manipulative hitherto, with the rejection of reports of power plant for Nagarjuna, rejection of report of Vedanta at Langigarh and raising doubts about the POSCO reports, it is but clear that manupulated reports do not stand the test of time.
It has been a belief that once a report is submitted, and an environmental clearance the job of the report is over, no longer so. EIA reports are now to be considered as long term asset (if good) and long term liability if it has been manipulated by consultants/ proponent.
if this fact is realised, I am sure good quality reports will emerge since no one would want to hold a report which has the potential to be reopened and questioned in the long run. This could have implications on the business of the consultant as well as on the reputation of the developers.
