Is there any legal note that deliberates on necessary qualification and experience to prepare environment statement for Indian companies?

MoEF is proceeding with the idea of accredited agencies for EIA Report preparation. Ever since manipulation of soft copies became handy, many people have started preparing instant EIA reports (within a week in most cases). EAC and officials at MoEF are happy with such reports; some times soft copies can be obtained from unnamed sources. Then what is the relevance in prescribing qualification and experience?
The quality of the EMP stands testimony to what I have stated above.
Qualifications are prescribed for EAC and SEIAA members. The nomination is often guided by political considerations as reflected in the existing list of members. Many specialist members are absent when decisions related to their disciplines are taken. This as good as having no expert in the panel.

Not by any Notification, but now QCI has been given the authority for accrediting EIA consultants, in which they have given due importance to qualification and experience. Without the requisite qualification and experience a person cannot become an EIA coordinator and other members who are responsible for EIA reports preparation.

Now MoEF has joined hands with QCI and made it mandatory to have NABET accreditation for providing EIA consultancy in India.

QCI has laid down norms with respect to minimum qualification and experience for EIA consultants and their consulting firms, setting rigorous accreditation process to ensure the quality of environmental impact assessment process in India. The accreditation process is on and the details can be obtained from QCI-NABET website.

This has welcomed by number of EIA consulting firms and number of firms applied for getting accreditation from QCI so that they can contribute quality impact assessment reports, in India.

Your question relates to the legality of a person in preparation of an environmental statement. If anybody can prepare anything then we need not go CA for auditing financial matters, we can provide an flora & fauna list without authenticity from DFO / RFO etc. But this does not happen. Now-a-days QCI is auditing the personnels qualification, ability & experience in addressing the environmental issue and then only it is recommending the person and the organisation for preparation of environmental reports. Apart from that we look into another aspect like creating environmental awareness it is not necessary that a person should have relevant qualification. Its only one's attitude, passion for environmental protection and knowledge on environmetal issues are important.

how far do you think the accreditation by QCI or NABET is helping in acheving these goals.. have seen people who are accredited for preparing EIA's but still lack in-depth knowledge about what they are doing forget about the passion to serve the environment. This won't be changing in near future until and unless the people concerned and MoEF give due credit to Environment (on all factors) on par with the money they earn out of. nothing will change until the money consciousness(read corruption) is given concession on environmental factors at-least.

Actually in India, qualification and experience of a person who is preparing environmental statements do not matter. But the qualification and experience of the organization under whom she/he is working do matter.

If any person preparing these statement independently, she/he has to be well renowned experienced person of this field.
