Small clarification is required from you.
We are planning to construct small Hydro Electric Plant in Karnataka State, during the survey came to know that land belongs to both sides of the river is Forest Land.
In this case, "River Bed or watercourse Land" belongs to forest land or Revenue land.
If you have any related information or Notification please provide me for reference.

It is a Govt. Revenue land unless the area is creek and supports mangrove vegetation and that area is declared as Reserve Forest. That is the reason why the revenue department( Dist. Collector) issues permission for sand removal from the river bed under Minor Mineral Act.Each state may be having different set of rules for these purposes and may be checked from Karnataka Govt. website or Revenue Dept.
