MoEF notification related to Beneficated coal

Dear Members,

 I need the MoEF circular dated Sept19, 1997 & June 30, 1998 related to use of beneficated coal in thermal power plants etc. Please help me if any one have the same.

MoEF circular is quite old hence difficult to find out..Have a look of the below given link for the content of the circular under the head of "USE OF BENEFICIATED COAL"

Circular is not avialable in MoEF website. However, circular reference Nos and the content of the circular is mentioned in Env Protection Rules
