capacity for the storage of harvested rain water

Now a days in all projects it is mandatory to implement rain water harvesting, which is either used for ground water recharge or has to stored if the water table is sufficiently high like in coastal areas.There are no guidelines on how much storage capacity should be provided for the harvested rain water.
