Any entrepreneur in Electronic Wastes?

Reuters has an interesting article today . It basically says that the e-waste (management and handling) rules – 2011 are right now only on paper. It's a dismal situation. But I always believe that if there is a problem, it becomes an opportunity for someone else. Any IEN ecopreneur working to recycle electronic waste?
