There is some rule issued by Pakistan exclusively for the disposal of tube lights. Kindly search web for the rule which may provide some guidance

This indeed is an important inititative.Though I have not personally used or recycled used tubes myself,I would suggest that atleast in public sector enterprises one should utilise the tubes for decoration purposes as panels as they are good insulators.
