Pant National Institute of Himalayan Environment & Sustainable Development, Ministry of Environment, Forest and Climate Change (MoEFCC). Dr. Jitin does research in Biodiversity, Conservation, Dust Pollution, Atmospheric Pollution, Climate Change, Floral Diversity, Ecology, Ethnobotany, Medicinal Plants and Botany. I want to do something about conservation of biodiversity.
But in actual practice,a stone crusher plant owner need to apply for "Consent to Establish" to State Pollution Control Board before installation of crusher plant where all these pre-cautionary measures are necessary for suppression/minimise dust particulate matters upto a permissible limit.After proper investigation and proper fulfilment of pollution guidelines SPCP allows the applicant to install the plant by issuing "Consent to Establish".Then only the applicant starts installation of crusher unit.Before completion of plant installation(before operation) again the applicant need to apply for "Consent to Operate".After proper verification with satisfactory results,SPCB issues Consent to oprate and the applicant allows for crusher unit opetation.
In this context,I would like to draw everybody's attention that after taking so much pre-cautionary measures,why dust emission is beyond permissible limit?Beacuse,no crusher unit owner is concerned about the outcome,nor the sufferers are raising their voices,nor the government mechanism is serios about the subject.So,it is necessary to raise the issue for a positive solution.
