Can anybody give any idea about whether EIA is required for a 5 mwh diesel generator in a township project within 9 kilometers of an international border? Who will deal with the matter State PCB or MoEF? What is the rule?

I think MoEF......since the buffer zone is coming as in international border, but as per law for 5 mwh diesel generator in a township project state pollution control is good enough...so first try in state pollution control board since your project is coming in B category.

I am not sure the regulations in India regarding the requirement of EIA. But the emissions from Diesel Generators vary depending on the the age of the engine. Even if its new hopefully at least Tier II emission levels as per US Standards - the emissions will be approx. 75 lbs/hr of NOx and there will be a formaldehyde emissions. If you do modelling the Cancer Risk will be about 150 in a million and you will not be able to install the engine in US at that high risk.
Need more details - I can solve the problem. Need the height of the stacks, surrounding building heights, met data, engine spec sheets etc.
yes, a 5 MW diesel fueled generation is considered a thermal power plant under category B1. and so i think it will be treated as category A project. For further reference, you can see the project 1(d) under the Schedule of EIA notification 2006.

Environmental Clearance is required under EPA 1986 & EIA notification,2006 & its subsequent amendments.This matter is dealt by state appraisal committees (SEAC)
The 5 MW Power plant required EIA Study and its goes to the State Levels ...........i have done such type of project ..........

If a 5 MW DG Set (Taking all DG Sets together) is a Category B Project which requires EIA and A is General Conditions apply, then any Building Project and Township Project should be cleared by EIA with Public Hearing not Form 1 and Form 1A as Thermal Power Plant is more grossly polluting than a Building or Township Project. And no red category industry (specially Thermal Power Plants) is allowed within any metropolitan area. In that case, even a small DG Set should not be allowed, as it is a Thermal Power Plant.
When I searched for the definition of Thermal Power Plant, it says, steam should be generated. Where is steam generated in a DG Set?

Sl. No. 1(d) specifically talks about Thermal Power Plants only. It reads 1(d) : Thermal Power Plants.
Thats why the question, is a DG Set, a Thermal Power Plant??
