As per water cess act from when we have to file the water cess returns from project period or commissioning period or operation period.

From the period or time when it start to consume water for industrial activites.

Is there any references avialable for the same kindly forward it.

Water cess is paid on the basis of water drawn , which is measured by flow meter

I think it is chargeable as soon as water is drawn for operation after consent is granted, if water is not drawn during commissioning period

There is no such guideline, but once a company started withdrawing the water from any water body and uses the water for different industrial operations water cess payment is applicable. It varies as per category mentioned like Drinking/ domestic purpose, Industrial Cooling, Spraying in mine pits or boiler feed., Industrially polluted and but treated, Processing whereby water gets polluted & the pollutants are easily biodegradable and Processing whereby water gets polluted & the pollutants are easily biodegradable and toxic. The water cess return must be submitted in metered reading and should reach respective pollution control board before 5th of every month. If rainwater harvesting scheme is implemented along with installation of water meter then rebate may be obtained from pollution control board.

  The water cess must submitted in Form -I.

I vouch the reply from Vinayak N. Deshpande.You need to file water cess returns even for the time period before obtaining Consent to Operate,because a company will require water for domestic purposes even during the setup for making it operational. 

I Agree with Vinayak N. Deshpande, if there is any type of water drawn by industry from river & ground water it is mandatory to pay the water cess to pollution control board.

Ideally returns will be due only after commencement of production. The commencement of production date is considered the date on which the water consent was applied for. Ideally again for water consumptions upto 10 KL/Day and units where hazardous wastes are not handled, water cess return is not mandatory.

Please go through Cess rules and amendment in it, it will help you to understand better.

There is no distinct guideline for Assesment starting day but generaly commercial production starting day is rekoned for this purpose.
