there are many policies initiatives for the conservation of mangroves:
Dear Sir,
Please clarify whether you are looking for conservation of existing mangroves or afforestation of mangroves.
Mangrove community structure is indeed a very complex ecology. Natural mangrove development includes roughly a three stage process viz. aggregation sediments by seagrasses or Poaceae members like Porteresia coarctata. then settlement of mangrove seedlings on these grounds and finally development of seedlings. Due to viviparous nature of seedlings, mangrove afforestation can not be done like usual terrestrial plants. A separate nursery needs to be developed to maintain high tide - low tide regime.
Moreover, in India many mangrove conservation programs have failed due to selection of wrong mangrove species for afforestation.
If you are looking to conserve existing mangroves and concerned about buffer zone as specified in CRZ 2011 notification, such buffer should be maintained by no development within 50 m belt around all sides of mangroves.
