Environmental Performance Index

I recently read that the Planning Commission has ranked states according to their Environmental Performance Indices (EPIs). Apparently Uttarakhand, Himachal Pradesh and Chandigarh rank 1st, 2nd and third respectively. However I could not find the entire report even on the planning commission website. Would anyone know where to find this report?
