I think, If your plant to be install from 1st Jan 2017, then the permissible limit of SO2 will be 100 mg/Nm3.This limit not for those plant already installed.There another limit for TPPs ( units) installed after 1st January,2003, upto 31st December, 2016 and TPPs ( units) installed before 31st December, 2003.
Regarding FGD, if your plant installed before 31st Dec 2016,the SO2 limit is 600 mg/Nm3 (Units Smaller than 500MW capacity units) 200 mg/Nm3 (for units having capacity of 500MW and above). So first you may check the present emission value. if it is come above the limit, you may first try to change in process like inject lime stone with coal, you may use low sulphur contain coal. if the value not come below the limit , you may go FGD.
