Dear All,

Are there any advanced engineered possible options to construct a landfill facility in a sandy plain. Are there any regulations /compliances to be taken care of when the landfill site falls in the ground water recharge area?

It depends on the water water u treat.. to dump the solid waste sludge in the landfill

Dear Manu, CPCB has prepared guidelines for landfill facility selection. You may have to obtain environmental clearance for establishing a Landfill either from MoEF, New Delhi or SEIAA.

Is groundwater recharge area been designated by any authority? if yes, more stringent norms will be imposed due to potential leachate infiltration into groundwater.

@Mr. Kulakarni, the site has not been designated as a ground water recharge area by any concerned authority, but the site is alongside a sea coast (1.5-2km away) and is covered by sand, hence inferred to be a ground water recharge area due to the land type. Since there is no demarcation of the GW recharge area, is there any need to comply to any norms? If yes, how rigorous is the process in getting permission for such sites (as there is non-availability of an alternate site) and do we need any other authority permission (CGWB) to obtain approval for such a GW recharge area before we go finally go for a EC.

Good Morning Manu, since you have potential site close to the sea the water table may be very shallow, having a landfill in the shallow water table will compromise your landfill cell liners and infiltration may take place into the landfill. Based on the hundred year flood level, you may have to obtain all the pertinent information regarding groundwater fluctuation over x number of years and extensive hydrogeological information should be obtained for the landfill design purpose. Also groundwater monitoring program has to be established appropriately. I can help you regarding this, if you can give me a call at 9000007930. One more thing about the groundwater recharge:

1. Aquifer may be at receiving end (groundwater recharge)

2. Groundwater may flow into the Sea (Sea will be at receiving end)

The above scenarios is dependent on the groundwater elevation in comparison with sea water elevation.

You can go for landfill above ground level. 

Location criteria for Landfills as per CPHEEO/MSW guidelines :

− No landfill within 200 m of a lake or pond

− No landfill within 100 m from river

− No landfill within flood prone areas

− No landfill within 200m of right of way of any state or National Highway.

− No landfill within 500 m from a notified habitant area.

− No landfill within 300 m of public park

− No landfills within wetlands

− No landfill within 20 km of an airport or airbase.

− No landfill in a coastal regulation zone

− No landfill in potentially unstable zones

− Landfill should have a buffer zone around it up to a distance prescribed by the

regulatory agencies.

− Exclude the areas with unstable geological features such as weak soils (organic

soils or soft clay or clay-sand mixtures or soils that lose strength with compaction

or with wetting, etc.)

− Exclude the areas with high population, unique archaeological, historical,

paleontogical and religious interests

− Exclude areas of ground water recharge and extremely high water table zone

− Exclude areas prone to natural hazards (such as volcanic activity, seismic

disturbance and landslides)

− Exclude areas with subsidence (such as owing to subsurface mines; water, oil or

gas withdrawal; or solution-prone subsurface)

− Exclude agricultural/forest areas
