How can we design aeration tank & aeration system for STP where Min Temperature is 3 deg C.

I can suggest a way out to do away with mechanical aeration.

Sorry for a very very late reply, but the key for successful operation of your aeration tank would be HRT, aeration and the microbes in your aeration tank.

very tricky situation.
Is the question is aeration or temperature?
Because, any aeration may not rise the temperature and may not facilitate the growth of biofilm.
rather to worry more about aeration its better to worry about design for optimizing the temperature, and then to optimize the aeration.
If the BOD is high, we may go for anaerobic systems, where we can increase the temperature as heat is generated during digestion. The biogas generated may be used to heat the aeration tank water to optimize the temperature.
If the BOD is moderate then go for UASB.
If the BOD is low, perhaps u may think of using solar panels (thermals/PVs) to warm the aeration tank water.
Just shared my opinion.
Tks for giving me a research topic. Will work in my lab and let u know the results. But takes time.

I think you are talking about the atmospheric temerature. Check the general water temperature in that area. It must be higher than the atmospheric temperature. Also the aeration activity in the aeration tank will not allow it to drop below some limit. I can't be able to give you the exact figure, but it must be much higher than your 3 degree centigrade.
