Kind request from experts to advise on standrard procedures for disposal/handling of hazardous wastes (garbage, waste oil)from Vessels visitng to Port.What will be altenative , if one do not want to set up recycling plant. What are the prevalent charges for selling it to recyclers including charges of GOv.body..thanks in advance

As per Marpolo policy, ports can not receive any type of hazardous waste from vessel.

Hazardous Wastes (Management,
Handling and Transboundary Movement) Rules, 2008 from regional office of state pollution control board

As per Hazardous waste (Management Handling & Transboundry Movement) rules 2008, a authorization of Haz waste generation is required from related state pollution control board.Their is no need to set up of recycling unit. Their are many authorized oil recyclers & common Hazardous waste treatment & Disposal facilities available in every state. you have to approach them and the will handle as per norms.Kindly note their is transboundry ruless so you have to search within state.

As per the IMO regulations all ports are supposed to have reception facilities for all types of wastes generated by the ships as classifies in MARPOL73/78 annexes. In India State Pollution control Boards have authorized various private operators who collect these wastes from ships and dispose them in environmentally friendly ways at the rates approved by the state pollution control boards. You can approach to the branch of state pollution control board or central Pollution control board for the details.

Thank you sir, i have idea to obtain A/o,  recepiton facility and selling to authorised recyclers. My question is on standard procedure of it, i.e. how to decide rate , charges to meritme borad, charges to agency etc.What are the mechanism and criteria to handle process, from calling vessel aganet, giving contract, deciding rates, handling procedures.. as teh state pollution Contro board , generally not invlove in rates/charges/wharfages etc...how to implement whole model in teh Port to achieve compliance thereof.Any guidlines????any example????

First, you need to get "Authorization" under Hazardous waste management, handling & Transboundary rules-2008....that will be issued by state pollution control board. the disposal pathway will be mentioned on your authorization itself {to be recycled/disposed off at any Common Hazardous waste treatment storage disposal facility (TSDF)}

I agree with Ms. Richa Singh. As I have mentioned that in each state there is Association of these agencies and have approved procedure to dispose of ther waste. Please consult your local state pollution control board.
