Environment Clearance for Multi product SEZ Project

Dear All

We are going to set up a multi product SEZ. Therefore, need your guidance regarding the environment clearance of the same.

Is their certain specific guidelines for the EC of SEZ area ?? Do we need to take separate EC for each industry or we need to consider the highest impact a red industry to make a consolidated EIA.

Any other details from your side shall be appreciated.

Dear Amit, as suggested by several members, it is advisable to discuss with Nabet approved consultant with experience in various Sectors (eg. synthetic organic chemicals, pesticides, etc.). I am a EIA coordinator earlier for sector 21 (ie synthetic organic chemicals and also asbestos). It is complex and/or may not be economical (for non-EC industries)to conduct EC for SEZ under Category A. Because the process, equipment, pollution loads, treatment system, PCE, etc. has to be mentioned for conducting EIA report and collecting baseline information.

Better discuss with NABET approved consultant.

Cumulative impact assessment is generally carried out if there are already large industrial conglomerations around the proposed project site to understand the impact of the proposed project vis  a vis the impacts due to the existing projects /industries on the project.If the SEZ site is not near very highly industrialized areas then CEIA may not be necessary. Amit you are still not indicating the site location for a meaningful posting of the comments otherwise it will just be a general discussion leading to nowhere.

Its better to have a cumulative impact assessment report for the proposed SEZ, and proceed further with EC. In such case it should serve the purpose. You can also have a stand alone EIA for an industry with highest pollution potential (Red category). When you have one EIA for a red category industry, and another cumulative assessment / regional environmental assessment for the whole SEZ, then your worries for future EC would be taken care to a large extent. Nevertheless, you must take advise from the concerned SEIAA before proceeding further, as often what is in paper and practice vary widely.

You need separate EC for all mentioned Industries or activities in EIA notification.There is exemption from public hearing for other projects after getting the clearance for SEZ.

It can not be in general. It all depends on materials to be handled, product, process and so on.

You need to obtain EC under EIA Notification,2006 (category 7(c))either from MoEF if atleast one industry is falling in Category A and the area is more than 500 ha or from State Govt.if in future if the SEZ is accommodating category B industries.If SEZ is less than 500 ha and does not include category A or B industries then no EC is required except in case of construction projects more than 20000 sq.m. The industries in SEZ need to obtain individual EC if they belong to category A. Public Hearing is also compulsory depending on the above mentioned provisions before obtaining EC for the SEZ.Hope this clarifies your query.
