Dear All,

Kindly guide.

We have an existing crude oil pipeline passing through two diffrent states having consent for some "X" qty per anum.  However, we want to increase the pumping capacity to "Y" per anum.

 

As per the EIA notification, if the new pipeline is passing through sensitive areas then we require Environmental Clearance.

 

Please note that we have existing pipeline, and we want to increase the capacity of pipeline without doing any modification in pipeline.

 

My question is by doing amendment with state pollution control board will suffice our requirment or do we need to amend our environmnetal clearance also.

 

Please guide the same.

Still notification silent in this kind of scenario...... As per notification it's given applicability on different cases like as expansion, modification, increase in capacity.... ...My view you may refer to respective pollution control board for CCA ammendment and take advise from them...

There was a draft circular regarding EC 19/01/2009...in this circular it's mentioned.. If there is no increase in pollution load due to proposed change... Then PP has to give declaration regarding no increase in pollution load and exemption from EC.
After this no further circular regarding ec exemption...

For expansion.. Previous ec compliance report validated through regional office of MoEF is mandatory.. With out this they will not entertain our application as per circular of MoEF

Dear if you are going to increase pumping capacity ..then u have to identify indirect impact due to this change.... As its passing through sensitive area...... Need to think on various aspects.. Like.. Does your pipeline design capacity is more than proposed change....some time design capacity is not issue but physical condition is not good enough for increase in change... As its a matter of sensitive area...
Best suggestion is to consult your spcb for this and proceed further...

I think it is increase in quantity. Project proponent should inform MOEF and SPCB. You have to revise consent to operate also. In that case probably you have to amend your EC and CtO.

Need some clarifications before I can give my comments.

Have you obtained EC previously?

Is the pipeline passing through sensitive areas?

Amendment by S P CB will suffice,HOW ever SAFETY concerns may be adressed.

The Environment notification does not consider the quantity of gas to be transported as prerequisite for granting the environment clearance.
Therefore in my opinion you need not to revise Environment Clearance.
