Is carbon dioxide monitoring at source level in any industry is mandatory / statutory requirement in India ?

To my knowledge, CO2 monitoring is not a mandatory requirement but it may be required sometime; in corrections equations.

CO2 minitoring is not mandatory requirement under Environmental Protection Act 1986 in India.

Presently CO2 monitoring is not statutory requirement but it is very much helpful in calculating carbon footprints of the Industry.

Moreover, if state is asking for CO2 monitoring that may be for preparing CO2 emission inventory of the whole state/different sectors.

How does it monitor in ambient?

No benefit of monitoring CO2 in ambient as it already exists in air to some proportion, by measuring ambient CO2 we cant comment on air quality, Thats y it is always monitored at source level.

in Bio Medical Waste incinerators one has to monitor both CO & CO2 generation to monitor combustion efficiency. Not sure whether required for hazardous waste incinerators. Probably not. 

 

But looking at the climate change issues, will be a good idea to check it out once a while.

Not yet but it is to be mandatory in coming days in terms of ghg monitoring/generation of industry. At present it is with CDM projects.

As already shown in all the comments here, it is not mandatory in Indian territory till date. Indian government is under the pressure from other countries (mainly EU, Presently in International climate change negotiations) and hence there is strong possibility to impose such regulations in near future. Its better to prepare for that as soon as possible. India's National Action Plan on Climate Change also address these issues. 

One more thing, calculating carbon emissions from the industry/organization is not only to show carbon intensity of the process, it can also provide information about energy used by it. And hence carbon emission quantification always helps in duel way. Although calculating carbon emission is not yet mandatory, organizations can go for it to benefit themselves.
