The new EIA process in India
exact opinion behind EIA scoping is still unknown. We apply for Terms of Reference along with project details to appraise the project and provide a comprehensive terms of reference for carring out EIA studies. But, it was observed that irrespective of the project / pollution potential etc the terms of reference issued by the Committee remains same. How can this be justified.


if this is so then why call the project proponent to appraise the project and spoil their time and money. rather the TOR can be issued even without calling them to a meeting

Dear Hari Prasad,

your terminology on EIA is interesting and title looks more appropriate than Environmental Impact Assessment Report. It is necessary that the committee should comprise of people with practical background with real time experience and persons from premier institutes so that a balanced expert committee is formed and can give proper and advanced suggestions.

I agree with you.
If a committee is issuing the TOR they should know the ground truth of the project and impact of the project in the worst scenario, based on that they have to design the TOR.
But it’s sad to say our minister thinks only persons from Premier institute can be the expert member what every terms they like to incorporate they are doing irrespective of the project.
Rather the EIA can be renamed as “Experts Interested Assessment Report” or “Experts Required Assessment Report” .
