Norms for Import

If anyone want to import some material is it mandatory/ necessary to take prior approval from MoEF or CPCB? 

IF YES Kindly advise the about the authority and process.

Would you able to explain the name of material which you want to import ? if i can guess it correctly it should be hazardous material !!!!!!! which requires prior permission/consent under Haz waste management Handling & Transboundary Movement Rule 2008 from competent authorities.
