The preferred multipurpose noise model in my experience is “SoundPLAN”, however, it’s expensive but worth if you have sufficient projects in you book.
Meanwhile, if you need a model for an airport study you should get “INM”; preferred because the model includes performance data updates for many existing aircraft. If you are working on a highway project, better to use FHWA "TNM", many options (also requires many input data!) more than you require for the Indian conditions.

In case, you think the above models are not worth for your projects, why not simply use - the following equation:
SP2= SP1 - 20Log (R2/R1) – AE – AM
Where, SP2 and SP1 are the Sound Pressure Levels (SPL) at points located at a distances of R2 and R1 from the source. AE and AM are attenuation factor due to environmental conditions and machine correction respectively.
You will have to do little efforts but you can develop your own model!
