Pre operational disclosures are for industrial operations or an activity are associated with their approvals from Pollution Control Board / Ministry of Env. & Forests or relevant offices at State Levels. Here, some activities require environmental public hearing also which may be objected to by local people and is a part of the activity for environmental clearance for specific activities.

In operational phase all industries are supposed to file Environmental Statements as stipulated in EP Act. Details regarding the resource consumptions is also required on monthly basis. The performance measurement is evidenced through monitoring of the environmental parameters stipulated under the legal consents. Wastes generated and handled are also to be returned every year.

At 12:02am on March 1, 2012, BIJAN KUMAR MISHRA said…: Please refer to EIA Notification 2006 and EP Act 1986. There is an anual disclosure need from Industries in the form of Environmental Statement. Apart from that the industries are also report about their environmental performance on monthly / quaterly / six monthly basis to GRAs. There is a provision in to CPCB guideline of NAAQM 2009 to report the deviation in results also.

As far as transparency is concerned, it depends what is the committment level and culture of the particular industry as there is a lot speculations and contradictions about the legal aspects of the environmental requirement and need.
