Hi everyone,

i need some suggestion and point of views on giving importance to tree cover and native biodiversity in infrastrrcture development projects??

The regulations stipulate that whenever and wherever there is developmental

activities take place, tree planting should be compulsaarily adhered to.  When

When Reliance Petroleum Refineries were set up in Gujarat, lakhs of mango trees wereplanted. 

Neiveli Lignite raised lot of trees in their areas.  TVS Motors has more

than 3000 Nos of trees well taken care of in their Hosur Factory.  So is the case with

VIT University, Vellore. However, when ever I travel by road through the four lane/six lane NHAI developed interstate highways, no tree planting has been done in a big way.  Are they out of bounds of

the regulations applicable to others.

As per provisions of Forest Conservation Act, 1980, whenever forest land is used for non forestry works like infrastructure development, tree plantation is stipulated on equal non forest area or double forest area. When forest area diverted is small, 10 times tress are planted. I hope this satisfies your query. If you want uses of trees in urban area, then further reply is there.

GoI has issued guidelines under FC,1980 for allowing the use of degraded forest land for the purpose of raising plantations by individual industrial house,ngo with the objective of increasing the forest cover by involving private sector.So,suggesting to look around your project site a suitable forest land for afforestation etc.

There are various factors which cause long term imapct (like changes in habitat, air, noise, soil parameters etc., positive as well as negative) due to development of Infrastructure projects.

The tree cover (mainly native varities -as they are more likely to survive in long term) plays an important role in mitigating and controling various parameters like -

  - they act as noise barrier,

  - act as pollution sink as far as dust and emissions from vehicles are concerned.

Apart from the above they also improve the overall ambience of the surrounding and improves the micro climate by providing area for the heat sink by cooling the surrounding air by the process of evapo-transpiration and by shading, prevent soil erosion,  provide place for fauna etc.

 

At last but not the least - Oxygen - importance every one knows

 

Going for an EIA study in the project area will give you a clear view. 

 I think the government subsidies given to industry in forested area should be distributed over  a period of  20 year rather than giving one time subsidy. The concerned industry will raise the new forest area with pre described norms   about the species , density of trees and maintenance over the 20 years. Every year there should be monitoring and evaluation of forestry project undertaken by Industry and as per the progress of the project the subsidy should given accordingly. This will not only helps in developing equal forest area but quality of forest raised by the industry should be equal or better than the natural forest. If industry is failed to do so the equal amount of money could be distributed to local partner / NGO/ Other industry/ Panchayat / other VLI's to raise the forest as per the norms.

i think the idea of giving the subsidies to the industry in forested area not at one time is really good.it is really going to work out ,because i have seen at many places in the starting every one is paying attention to these things but as time passes the concern of industry towards the environment got reduced. so if the subsidy is distributed over the time and proper monitoring ,evaluation will be taking place then the industries have to take care about the plantation.

I am also working as a Environment Officer in JNNURM Project where infrastructure work is doing . Govt of Raj also given the direction in this regard that These type of projects, environment Impact assessment is important and a suitable environment is given to all slum dweller.
