How to develop business ideas that form a symbiosis between Nature,Society and Urbanism?

One of my close network,who is an entrepreneur is working on a project that concerns a city in the southern hemisphere of the world, which is going to host football games in 2012.

This city faces the problems of inadequate transport, pollution and soaring energy consumption. Also 20% of the people are unemployed. He has a task to revamp the development of city in most efficent eco friendly environment. He is looking for most innovative and out of the box ideas that will help the city to deal with the current problems in an eco-friendly way. The idea is to move towards making the city ecologically sustainable through some innovative business ideas.

Some proposed ideas that he had already working on:

· Development of zero energy housing complexes for tourists/sportspersons

o These may be later leased or sold out to general public

· Running fuel cell operated buses in the city for local transport with discounted fares for people with tickets for events

· Providing electric cars on the airports to the tourists who wish to have their own means of transport

o Drivers may be provided to people who are not comfortable with driving/road maps

· Installing bio-mass plants in the city to generate electricity to meet enhanced demand

I would appreciate if you can connect him with someone who has an expertise in developing eco cities or provide some links where he can search for cutting edge solutions and generate ideas.
