Terms of Reference for Terminal Evaluation for the Project:
“Vulnerability Reduction through Community Empowerment and
Control of Water in the Marwar"
7. The Evaluation team
7.1. Qualifications/skills
The expression of interest is invited from agencies who propose an evaluation team with following qualifications/skills:
(i) Demonstrated ability to assess complex situations, succinctly, distil critical issues, and draw forward-looking conclusions and recommendations;
(ii) Ability and experience to deliver quality reports within the given time.
(iii) The evaluation team must be led by a professional with strong background in community development and community water management and related fields having minimum of 10 years of relevant experience; the team leader must travel to all project sites and New Delhi to hold discussions with project stakeholders. Some of team members should be women (particularly field staff who interact with communities)
(iv) Demonstrated skills and knowledge in participatory monitoring and evaluation processes;
(v) Great understanding of gender, social inclusion and empowerment
(vi) Extensive experience in monitoring and evaluation of development projects supported by donors;
(vii) Familiar with UNDP rules, regulations and results-based project evaluations;
(viii) Excellent writing and communication skills in English.
(ix) The consultant(s) is/are to bring his/her/their own computer and related equipment.
7.2. Specific tasks of the evaluators
In particular, the evaluation team will be responsible for -
(i) Desk review of existing management plans, survey/research/evaluation reports and database.
(ii) Conduct fieldwork together with counterpart and interview stakeholders, extension agents and communities to generate authentic information/opinions.
(iii) Write and compile reports.
(iv) Make a presentation of the entire findings highlighting achievements, constraints and realistic recommendations to decision makers and stakeholders.
(v) Finalize the evaluation report
8. APPLICATION DETAILS
8.1. Technical and Financial
UNDP will not entertain any proposals from individual consultants. Interested agencies are requested to go through the ToR and send separately (sealed) the following documents:
Technical
1. Proposed methodology and work plan (maximum five pages).
2. Detailed profile of expertise and experience of the organizations/evaluators.
Financial
3. Detailed budget for the work plan including total fee for the assignment (should specify various components like manpower, travel, miscellaneous etc).
8.2. Contents of the Proposal to be submitted
1. Background information about the organization / individual, registration certificate and financial capacity statements (in case of organization), other projects handled and CVs of the persons who will be engaged in the assignment.
2. A section explaining the organization’s competence and experience in handling similar assignments supported by documents.
3. Proposed strategy / methodology, work plan, timeline and budget for the assignment
9. IMPLEMENTATION ARRANMGEMENTS
9.1. Evaluation schedule
The total duration of the review and the finalization of report is 75 calendar days, including the visits to project sites and interaction with the implementing agencies and other stakeholders. The Evaluation team shall finalize the exact schedule of the various stages of the Evaluation in consultation with UNDP. At the end of 60 days, the team leader will submit and present, for comments, draft report to a sub-committee comprising of representatives from UNDP and project stakeholders convened in New Delhi. After incorporating the comments, the team leader will submit the final report to UNDP, New Delhi (including an electronic copy). The length of the report should not exceed 150 pages, in total.
If there are discrepancies between the impressions and findings of the evaluation team and the aforesaid parties, these should be explained in an Annex attached to the final report.
10. MODE OF PAYMENTS
All travel will be provided by Economy Class (if traveled by air) and by Executive/Ist Class wherever the travel by train is involved. While UNDP/JBF will facilitate travel and hotel bookings of the team, the schedule of travel needs to be provided well in advance.
The payment for the Agency will be based on applicable UN rates. 10% of the payment will be made on signing of the contract agreement, 15% on submission of inception report (work plan), 35% on submission and acceptance of draft report and the rest of 40% will be made after delivery of the products.
